The main reason is that the Tories don't really believe in reducing carbon. OK..I'm coming out of the closet......at this time, I don't think there should be an agressive carbon policy. I think we should be responsible on energy consumption and environmental stewardship with regards to pollution, chemicals, water purity, refortestation, reasonable species protection...but carbon policy?.....after years of almost religious bleatings at the alter of Kyoto, there is just too much evidence to the contrary that man is the primary contributer to Climate Change. Whether it be solar forcing, clouds, ocean circulatory systems, or urban heat islands....every finding reduces the effects of Antrhopological Climate change - which always made sense anyway. Just look at the last 10 years and the next ten years - virtually no change in global temperature. The wise man will play his cards carefully and not get sucked into what is clearly a misguided attempt by academics and high-browed intellectuals to "balance" the world's economies. As with most experiments, who wins? Why, the big corporations - they are just so much wiser than the bureaucrats and high brows. Look who's making the money today - the oil companies. The contract would have been voided. The government then ordered the testing facility closed "to save money", and sent the job of testing the trucks to a private American company, where they passed with flying colours. Argus, this sounds like exactly what the you right wingers want to do with everything!! Are you telling me that by closing a govt run testing facility and outsourcing to a private on you are unhappY.
