Keepitsimple Posted December 30, 2007 Report Posted December 30, 2007 (edited) We've had plenty of topics raised on Kyoto that pointed to the use of the self-serviving "base year" of 1990. The EU countiries "pooled" their Kyoto target to take advantage of the fall of communism and the closing of thousands of dirty factories. The accompanying downturn in the overall European economy coincided with the start of a booming economy in the West. Not surprisingly, the use of the 1990 base year brought about "windfall" reductions in emissions while the West's rose. But what have the Europeans done lately? Shouldn't Kyoto II be all about what we're going to do as we move forward - not what some arbitrary date 17 years ago accomplished? Here is a link to the European Environment Agency. It provides a nice graph for all the European countries that will clearly show the windfall that was attained in the early years along with a disturbing lack on progress since 2000 on behalf of almost all of the participants.
