It's possible for Tory to cut taxes e.g. if he overalled the healthcare system by repealing the ban on private insurance. But anyone who thinks he would have the balls to do that is a fool. Tory is campaigning on being a "better leader" than McGuinty. He isn't campaigning on ideas....because he has none.
