You may be eligible for a refund from the Medical Services Plan (abbreviated as MSP) from the province of British Columbia (abbreviated as B.C.), Canada if you meet the following two requirements:
1. You were physically present in British Columbia less than 6 months in a calendar year.
2. You didn’t use the Medical Services in B.C. (such as seeing a medical doctor) or you used the Medical services but you think the actual medical cost for the service you received is less than the total amount of MSP premiums you paid in that calendar year.
According to the MSP policy, the MSP office should refund you the full amount of the MSP premiums you paid in that calendar year if you didn’t have any medical claim in that year, or refund you the remaining amount of the premiums you paid after deducting the amount of the actual cost of the medical claim from the total amount of the premium you paid, if the amount of the medical claim is less than the total amount of the premium you paid.
The reason for this refund is because MSP does not consider a person to be eligible for MSP benefits if he/she is not physically present B.C. at least 6 months in a calendar year. MSP has been revoking people’s MSP benefits for the period he/she lived in B.C in that calendar year and making people pay back any medical claims MSP paid, therefore, MSP should refund those people who did not have any medical claims during their stay in B.C. or refund people the remaining amount of the premium people paid if there is a credit balance after deducting the medical claim amount from the total premium paid. MSP cannot have it both ways.
You should be eligible for the refund if you meet the above requirements unless you had made special arrangements with MSP to be considered a resident of B.C. for the purpose of the definition. If you didn’t make any special arrangements such as obtaining prior approval from the commission for status as a resident for the period specified by the commission, you should be eligible for a refund automatically.
