Most detailed report on policing in Canadian history shows no evidence of systemic racism

A bit after the death of George Floyd, while policing & race was a hot topic, the most detailed report regarding policing in Canada was silently released. It consisted of several jurisdictions: Vancouver, Surrey, Prince George, Nelson, and Duncan. With the current issues regarding policing in Toronto, and the calls for racial arrest data to be released, I am always surprised at how little people are aware of this report.

The numbers are fairly startling.

Surrey for example (page 97) shows extreme disparities. Black men take first place, with Indigenous, Arab, and Hispanic males following closely behind. Is this due to racism being structured into the Surrey RCMP? How is it that South Asian men have half the arrest rates of Arabs/Hispanics despite similar appearences? Do East Asians have the lowest arrest rates due to Chinese Supremacy being 'woven into the fabrics' policing? Are men arrested at higher rates because of sexism?

Well it's obvious - because of differences in criminality.  When you look at the breakdown by offences are police systemically racist towards White people for property related offences? Easier to visualize here with the odds ratios. For Black & Indigenous people, the arrest rate for violent crime is 3-4x higher than as expected. But it gets much, much worse. 

In Vancouver, the arrest rates are fairly similar, just swap Black & Indigenous. It becomes even more disturbing when you look at the breakdown by offences, or odds ratios to visualize it better.

How is it possible for Black & Indigenous people to be TEN times as likely to be arrested for the most horrifically violent crimes? Sexual Assault, Robbery, Homicide, the list goes on. Obviously the vast majority of any race will never commit a crime, but when calculating things like use of force, why is it that they don't use the % of the criminal population and instead opt for the general population. And more importantly, why did the media refrain from speaking on any of the numbers released in this report?
