In Europe educated people in the field of Islam say that Jumma on Fridays is obligatory for all Muslims, regardless of which country they are in.

I think it is more logical that Jumma on Fridays is obligatory in a Sharia state (where the laws are just), that is, in a state where the person who leads the prayer in mosques is under the supervision and control of the ruler of that state.

And in places where the person who leads prayer in mosques is not under the direct control of the ruler of that country, than that prayer cannot be obligatory in those mosques, because under those circumstances anyone can open a mosque and say that prayer in those mosques is obligatory for muslims.
