Doing good, Doing bad, and Doing Nothing

I was thinking about the philosophical concept of harm through indirect action.

And it goes a little something like this.

If you do nothing to stop evil, you are still doing evil.

The question remains, if we remove the people from society who do harm to others directly, this is what we do now, is concidered a benefit to society. In some cases and in many developed countries capital punishment is still permissable.

If you however, also remove the peple who do not do harm, nor try to stp it, becuase they are being enablers, would this be considered a form of genocide, because those people don't help you, and they enable the others entirely by coincidence.

How should we think about and treat these individuals who wring their hands?
