It is an interesting thought, no doubt a heavy PR campaign to get more investment going in clean energy... The report also calls for a major investment in energy research and development as well as demonstration projects—jumping to $16 billion per year from roughly $5 billion now. As it stands, the U.S. spends roughly 0.14 percent of the federal budget on energy-related research. Including the comparatively small amount spent by the private sector, the total amount spent on research amounts to roughly 0.03 percent of the U.S. gross domestic product—a number three times smaller than the amount spent by Japan and far behind other nations as well.
