If we're talking about oil then for the most part Alberta's government. But it's not the resources that are being taxed, carbon taxes apply to fuel that was made outside of canada often with oil from outside of canada.

I haven't had a traffic violation in 45 years.

They don't know what's a nickel. Canada was largely built on that kind of oil revenue. Nobody's contributed more than the oil companies per capita

But the tax isn't on the oil company. The tax is on the consumer.
