He never opposed to civil rights act as a concept, @robosmith is entirely lying again as usual.  He said the passing of the act in the form it was in was a mistake, that they should have made changes because the language and nature wound up doing a lot of harm by creating a sort of 'permanent dei' environment and not actually promoting black equality. 

In otherwords, he didn't feel the act did a good job of what it was trying to do.
