The article said they completed their sentences.  So how can they be sent to another prison in another country when they have not been sentenced for any crime since they completed their sentences?

If they completed their sentences, how can you twist the story to try to make it appear they are justly being locked up again.  Is that your idea of justice?  Sounds more like vigilante justice.
