If they had charged him with acting as an unregistered foreign agent, the trial might have lead to Obama and Biden testifying. That couldn't be allowed so Joe signed what was set in front of him for some ice cream.

You do have to put something down, you can't just pardon someone for "everything", and i bet we see influence peddling or some sort of similar language (any crimes in relation to business dealings involving foreign actors or gov'ts or the like).
