In NV, we have a "green wage". This is 150% or 175% (depending on certain conditions) of the statewide average weekly wage (as determined by the most recent qcew data). This tends to dissuade folks from starting their projects. So not only do you have very high capital costs but now artificially high costs of labor. Yes, there is a tax abatement but that only occurs after the project is finished and the employer has filed wage reports for 5 quarters.
