How fast can people go through that hole? How long does it stay open? When people go to a section of wall, thinking they'll get through, but border patrol appears and stops them, how far do they have to walk & how long do they have to wait before they can cross? It can get really discouraging, right? Discouraging, hmmmmm, that sound like a good idea.
