Someone has been greatly disappointed of late with Western aid and arms slowing down their brutal invasion of a free independent country in Europe. Lacking the capacity and the nerve to attack NATO directly they just may have come up with this kind of annoyance strategy. A $100,000 missile wasted on a balloon stitched with snot and sh^t plus free publicity, sounds like a plan. NATO has been very careful around them, not to provoke of course (and that idea always worked great in the past) that just may explain the great conundrum of the origin of these aerial mysteries.
