Kaiser Bill did not start World War One

the Austrians started World War One

Kaiser Bill was simply bound to fight for them by military alliance

I don't think the Russians mean to invoke the Prussian Hussars nor the Waffen-SS

those are both sworn enemies of the Russians

it's just a skull & crossbones

lots of military units fly that symbol

here is the Royal Navy flying skull & crossbones for example

in naval parlance, it's called a "Jolly Roger"

The British Army wears the same emblem

here we see the capbadge of the British Army 17th/21st Lancers

motto ; Death or Glory

that is what the skull & crossbones is meant to represent, it's the military symbol for that motto

that particular Skull & Crossbones seems to be the emblem a unit of Russian volunteers fighting in Ukraine

it doesn't appear to be a Totenkopf actually, it's not the Prussian Totenkopf

just a run o' the mill Skull & Crossbones, it doesn't look like the German Death's Head at all

again, it all started with Austria

Austria started the war against Russia over Serbia

Germany was in an alliance with Austria against the Triple Entente : France, Russia, Britain

thus once Austria started the war with Russia

Germany was dragged into it

which meant that Germany had to knock France out of the war, so it could defeat Russia in the East

but then the British, after have declared ourselves to be in Splendid Isolation from the Contitnent

reversed ourselves and entered the war in the name of Belgian Neutrality

Germany had calculated that Britain would not do that, Germany took Britain at its word : Splendid Isolation

so based on a vague position taken by the British, Germany miscalculated as to our intentions

what actually happened was that Winston Churchill was part of the Liberal government coalition

the Liberals wanted to stay out of the war on the Continent

but Churchill said that if the Liberals would not defend Belgian Neutrality

then Churchill would cross the floor to the Tories

the Liberals knew that would bring their government down

so in order to keep Churchill onside, the Liberals went to war for Belgian Neutrality

Britain's strength was always its navy, its regular army was puny compared to France and Germany. That's why Kaiser Bill called it the "contemptible little army". Britain and Germany had been engaged in a naval arms race since the turn of the century with Germany trying to match the RN's strength. 

Germany requested Britain's neutrality in the event of a European war. Britain refused. The Germans miscalculated in 1914 just as Hitler did in 1939. Britains foreign policy was always to back the weaker side in Continental conflicts to prevent one power from becoming too dominant.
