That's exactly what it is. The names they tell Canadian immigration are then checked against computer lists of known international terrorists and that's pretty much that as far as "screening" goes. They're given health exams, but those are formalities. No matter what's wrong with them, how disabled they'll be for life, they're still brought in because it would be 'cruel' you know, to deny them just because it will cost us millions in health care over the course of their lives. A number of our 'somali" refugees are actually from Kenya and other surrounding countries. They just told a good story.
