Canada may consider itself to be on an equal footing with the U.S. for such deals, but clearly it is not. PM Trudeau explained this well with his plaintive "because it matters so much" [to Canada]. The U.K. abandoned Canada to pursue self interest and survival with the United States (begrudgingly), and Canada had to turn to the U.S as well, even though it didn't want to. There is no doubt that the superior resources of the larger country can "slam" Canada. That why countries have treaties.... agreements specifically crafted so that "slamming" does not happen in either direction. Else it becomes a road to civil unrest and even war. The Canadian working class makes more money/is more expensive than America's. If anything it's in Canada's best interest to have labour protection amendments to the deal, so we don't lose manufacturing jobs to Indiana like we did in the past.
