No, he didn't. It was a US planned genocide. The US knew what it was doing and it hid it from view and proceeded knowing millions could die.

The Americans, Brits, ... own all those crimes. That is what Nuremberg established. When a country illegally invades, that is the supreme crime.

Wars are considered "Legal" and therefore not evil, if given support by the UN Security Council. Essentially the same folks who gave us the Nuremberg trials. I suggest you ponder the esoteric meaning of this.

Yes and no. The ones that saw the UN folks in charge of that resign because of the genocide they saw going on. The ones that the US knew of in advance, discussed in US documents how their bombing would destroy water treatment plants that would ensure the deaths of potentially millions.
