I worked with a girl and her English was so bad that we pointed at objects to communicate. I often translated her English-only e-mails. Imagine my surprise when she passed her English tests to have a bilingual designation. Virtually every meeting and all-staff gatherings are conducted in English in Ottawa; Virtually every project plan and technical document is written in English; 80 per cent of people who go on language training never make use of their newly-acquired second language. http://www.ottawacitizen.com/Life/Language...0817/story.html You be the judge.
