How can you make such a statement without specifying the level of taxation? Perhaps the cost of a $1/metric ton CO2 tax would be less than its benefits, but this might not hold if the tax level were $10000/metric ton.

Well it's $30/ton in BC, revenue neutral, and has reduced CO2 emissions 6%.

That information isn't sufficient to determine if the effect of the tax is overall good or bad.
