Canada (and Mexico) are already using AZ vaccine doses from the United States.

Not anytime soon....Trudeau is still begging Joe Biden for AZ vaccine doses from vast U.S. supplies that we don't even need.  

Canada has still not completed an approved covid vaccine for public distribution...not even in British Columbia.

Canada failed...big time...regardless of ruling party or PM.  Canada has been an R&D deadbeat for decades, and now when it was needed most, could not deliver a covid vaccine for Canadians.
