    Maybe they should start giving carbon quotas to families.   Have more than two kids, pay a lot more carbon tax.

      Then if I don't use my quota, because I didn't drive to work and I have a high efficiency heating system, etc. I should get a tax credit. That would make sense to me... provide incentives for using less fossil fuel, in addition to taxes for using too much.
