He did know. So did everyone else. You're the ones who didn't know and then got tricked by your alt-right blogs. You can't blame Biden for your own gullibility.

If he knew then he shouldn’t have agreed to the premise.  Will this behaviour continue during his presidency?  Agreeing to terms that he doesn’t understand or is clear of?

Again, just because you don't understand doesn't mean everyone else doesn't.  You should really blame your alt-right blogs for misleading you by switching the word "independently " with "officially." Of course, you can't do that because you accept it when they think you're easily fooled.
