It does not prove fraud but it is evidence of fraud. An unsigned document is either unsigned because they forgot or because they couldn't forge the signature. Now that we know where those ballots come from, we can review the footage and interview the employees/volunteers and get the full story. Either it was legitimately a mistake or it is fraud. Either way, we can know and put it to bed.
