The voter is the test. Both sides make their cases to why they would be best, both sides expose the others weaknesses, and the public is supposed to sit down and make an intelligent and informed decision to the best of its ability to do so as to which one would represent the best choice. And even before that the party is supposed to filter a number of possible contestants down to the best contestant who will represent their ideology and policy. So we already have a test, the entire system is essentially a test that the voter is supposed to score the result on. If the public doesn't do its job then nothing else you change is going to make things any better. It's that simple
