And sometimes it's not apathy. If a voter feels negative towards the party he would normally vote for he may not change his vote, but often times they will stay home. Apathy is fairly easy to beat, but that's second problem can be a tough nut. If that's what's happening to the republicans they could face some serious challenges. It is in fact the left beginning and around 2011 who really started to push the idea that the other political party is bad as people rather than examining policy. none of those Nobel prizes were for work on the carbon tax specifically. And the liberals have admitted that they didn't really expect it to, they didn't set any targets nor did they set up any means of monitoring it specifically which they easily could have.
